Before we start to add Meta Tags to Blogger, i need to show you to set up a little bit of your template first because Blogger now upgrade their service with and make Blogger platform more friendly with the search engine.
Step 1 : " Dashboard " go to " Setting " . Then " Basic "
Change the Title and Description of your blog like the picture below.
Step 2 : From " Setting " go to " Search Preferences "
On the "Meta Tags" section , click " Edit " and select " Yes " to enable search description. It is one of the new upgrades of Blogger for better SEO and it is very important too.
After you do this step you should remember to write a description for every single post of your website. It is located in the sidebar when you write your article.
Step 3 : Now you go back to " Template " -> " Edit HTML " -> " Proceed " to start to add meta tags for your blog.
Click on the box of Expand Widget Templates
Step 4 : Find this code

<title><data:blog.pageTitle/></title> Step 5 : Paste the following code immediately below
<title><data:blog.pageTitle/></title><b:if cond='data:blog.url == data:blog.homepageUrl'>
<meta content='Place your blog description here' name='description'/>
<meta content='Place your blog keywords here(separated by commas)'
name='keywords'/>
</b:if> Step 6 : Save and it was set up for your template.
It is very easy , right ? but it will really good for your website in the search engine and you will see the different after few weeks when the traffic start to go to your blog,
Note :
_ Your description should not be longer than 150 characters and it is perfect from 130-150 characters._ Your keywords should not be longger than 200 characters and you should remember to separate your keywords by a commas.
